1. Cook the ground beef, onion, and garlic in a skillet until the meat is browned, then drain away any excess fat.
2. Transfer the meat mixture to a large pot and stir in the water, diced tomatoes, tomato sauce, and cabbage.
3. Simmer the mixture until the cabbage begins to soften.
4. Stir in the minute rice and continue cooking for another five minutes before serving.
